Teams need a portable definition of what an agent is allowed to be and do, separate from the TypeScript class that implements tools. DNA enables export/import and a marketplace package shape for the local registry (hazel store).
02Where it sits
Define layer of Agent OS: DNA → Store → Apply. Hosted marketplace catalogs are not in the open-source kernel today — file-backed store + local apply is the current path.
